    It's not Port Phillip Bay, I'ts Port Phillip. A bay is an indentation in a coastline. Port Phillip is enclosed and hence is a port.

      maybe in a technical terms it is a port, but as maps and governmental departments know it and have labels it, it is Port Phillip Bay.
